Completed in 1964, the tower is set back fron Tenth Avenue and has 21 stories. The building would normally have 40 stories but due to the increased height of each floor, it has only 21 floors. Much like other telecom centers, it can withstand a nuclear blast and its fallout. It is for the most part windowless and is mostly white concrete with black tiling.
